The development of domestic fluorine chemical industry needs the joint efforts of many parties. Fluorination is one of the new chemical material industries, known as the gold industry. Fluorine chemical products are widely used in military industry, chemical industry, machinery and other fields because of their excellent properties such as chemical resistance, high and low temperature resistance, aging resistance, low friction and insulation. It has become a strategic emerging industry with rapid development and development potential in the chemical industry.
In the process of rapid development, China's fluorine chemical industry has also exposed some problems. At present, there are thousands of fluorine chemical enterprises in China. A complete fluorine chemical industry chain including fluoroalkanes, fluoropolymers, inorganic fluorides, fluorine-containing fine chemicals and fluorine material processing has been basically formed. The production capacity and output of fluorite, hydrofluoric acid, aluminum fluoride, polytetrafluoroethylene, HCFC, HFC, fluororubber and other fluorine chemical products are also in the forefront of the world. However, due to the backward technical level and insufficient product innovation ability, the phenomenon of low-level repeated construction in the industry is serious, and the disorderly expansion of production capacity leads to the excessive consumption of fluorite and other resources, which seriously affects the sustainable development of the industry. Fluorine chemical enterprises are mostly concentrated in the upper reaches of the industrial chain. The total amount of basic fluorine chemical products is large, and the contradiction between industrial structure and product structure is prominent.
Based on this, in order to achieve the objectives of the 12th Five Year Plan, the fluorine chemical industry must focus on the theme of transformation, optimization and innovation, pay attention to structural adjustment, promote industrial transformation and upgrading, and develop in the direction of refinement, lightweight, compounding, energy conservation and environmental protection and circular economy.
So, how to promote industrial structure adjustment, transformation and upgrading? The author suggests that, first, we should give full play to the coordination function of industry associations, speed up the formulation of detailed rules for the development of fluorine chemical industry, quickly form a policy system and management system in line with China's national conditions and the characteristics of fluorine chemical industry, and better solve the restrictive factors such as industrial policies, environmental protection, regulations and international trade; Second, accelerate the elimination of backward products and processes with poor product quality and environmental pollution, strive to improve the ability of scientific and technological innovation and cultivate a team of high-quality talents, and introduce more preferential policies to encourage and promote the fluorine chemical industry to develop in a refined, differentiated, characteristic and high-end manner, so as to enhance the core competitiveness of the industry; Third, scientific positioning, rational layout of the park construction, strengthening the protection and intensive mining of fluorite resources, strengthening economic and technological exchanges and cooperation, and creating a development environment with complementary advantages, reasonable order, coexistence and common prosperity; Fourth, aim at the forefront of world science and technology, vigorously develop new environment-friendly refrigerants, polytetrafluoroethylene, polyvinylidene fluoride, polyperfluoroethylene propylene and other fluorine-containing fine chemicals, extend the industrial chain and enrich the product series.
